What is FISP of Local Law 11?
New York City Local Law 11, which is now known as FISP (Façade Inspection and Safety Program) requires inspections every 5 years on all buildings over 6 stories tall. This inspection must be done by a professional engineer or registered architect verifying there are no unsafe conditions on the exterior of the building. Then, he or she documents the building’s façade condition with photos and a written report. The written inspection report is filed with the New York City Department of Buildings (DOB). The goal is to ensure the safety of New York City buildings and streets. Local Law 11, or FISP, came into action in the 1980s due to a series of highly publicized accidents resulting from faulty facades.
What would make a building unsafe?
Over time, exposure to the elements takes its toll on a building’s façade, possibly making it unsafe. Brick, stone, concrete, and terra cotta can all deteriorate over time leading to spalling bricks, cracked masonry, or loose decorative elements. All these items can fall off a building causing extremely unsafe conditions.

Who can file a FISP report?
Only QEWI (Qualified Exterior Wall Inspector) can file a FISP report with the New York City Department of Buildings. They must be a New York State registered architect (AIA) or New York State licensed professional engineer (PE).
What are the different filing classifications?
A building can be classified as Safe, Safe with a Repair and Maintenance Program (SWARMP), or Unsafe. A building classified as SWARMP must be repaired in the time frame listed by the QEWI (Qualified Exterior Wall Inspector). A building deemed unsafe must be repaired within 30 days.
What are the Sub Cycles like for Cycle 9?
Sub Cycle A (2/21/2020 - 2/21/2022) for buildings with block numbers ending in 4, 5, 6, or 9
Sub Cycle B (2/21/2021 – 2/21/2023) for buildings with block numbers ending in 0, 7, or 8
Sub Cycle C (2/21/2022) – 2/21/2024) for buildings with block numbers ending in 1, 2, or 3
